A former Marine scientist who was previously responsible for researching and documenting anything and everything concerning Devil Fruits for an operation called Project: DEA. He's been sailing the seas in the hopes of gathering those who have been exploited for their Fruit powers by the World Government. Claiming that Rahu owes him a favor, he's commissioned the captain and Bondeeta, along with a few bystanders who happened to be in the right place at the right time. He's a bit of a slob, spending far more time studying and researching than caring for personal hygiene. It is currently unknown if he himself possesses a Devil Fruit power.
